Trevor has significant experience in all areas of planning and environment law. He represents local governments, developers and others and has an enviable record of obtaining excellent outcomes for his clients. Trevor has specialist expertise in infrastructure matters, compliance and enforcement action. He has conducted complex litigation relating to landmark and unique development proposals, which demand unparalleled technical knowledge. 

Trevor is known for resolving legal issues and disputes quickly through providing strategic and practical advice that is focused upon managing planning and environmental impacts and delivering client objectives. 

Trevor approaches disputes with an emphasis on achieving outcomes through alternative dispute resolution, whilst using legislation and the Court process as an effective tool where necessary. 

As a member of the Planning Institute of Australia’s (PIA) Policy and Advocacy Committee, Trevor lead PIA’s 2014 and 2015 responses to infrastructure charging and planning reform in Queensland.

Trevor is a trusted advisor to many Queensland local governments and regularly represents them in court proceedings. In a recent matter Trevor successfully obtained court orders which ratified a Council’s decision to approve a controversial development by defending the local government’s decision and taking the lead in addressing allegations about significant environmental impacts and untested legal questions.

Delivering landmark development

Work Undertaken

Representing the developer of a 760 hectare master planned community north of Brisbane that includes over 3,000 residences, 1,500 apartments, a marina, retail and dining areas and over 170 hectares of business and commercial use. Trevor secured development approvals through some of the State’s most complex Planning and Environment Court litigation and has since prepared agreements for the funding and delivery of trunk infrastructure for this significant State project that will be implemented over the next 15 to 20 years.

Work Undertaken

Trevor secured development approvals through successful Planning and Environment Court litigation and advised on complex aviation safety, land tenure and body corporate issues to deliver Australia’s first integrated commercial airport and residential airpark known as Whitsunday Aviation Village Estate.

Strategic advice

Work Undertaken

Trevor is regularly called upon to provide strategic and tactical advice intended to secure development approvals. He recently provided strategic advice about navigating and approaching technical issues in a development application which facilitated the grant of a development approval for a mixed use development across an entire city block for a substantial urban renewal project including over 900 apartments, which has been internationally recognised.

Securing infrastructure funding and delivery

Work Undertaken

Negotiating, preparing and securing arrangements for infrastructure funding and delivery for new development, including through infrastructure agreements and resolving significant infrastructure charging disputes. In addition, Trevor has prepared template infrastructure agreements and given policy advice about infrastructure charging to a number of public authorities.
